I think you should be able to do
<xsl:apply-templates
select="/Announcements/announcement | document('File3.xml')/Annoucements/announcement">
<xsl:sort select="translate(anc_date, '-', '')"
data-type="number"
order="descending"/>
</xsl:apply-templates>
