will match http: and ftp: links and probably mot local links unless you
have colons in file names (you could use
[contains(starts-with(@href,'http:') or starts-with(@href,'ftp:') or starts-with(@href,'/') or starts-with(@href,'.')]"
if you really need distinguish.
