Is this what you're suggesting?

                  <ul>
                       <xsl:for-each
select="/data/component[not(attributeList/attribute/@name='a')]">
                           <xsl:sort select="@name"/>
                              <li>
                                  <xsl:value-of select="@name"/>
                              </li>
                       </xsl:for-each>
                   </ul>
            </topic>
       </topic>
   </xsl:template>

I tried that, but the results included no list items.
