The namespace is defined in the Functions and Operators spec

http://www.w3.org/TR/xpath-functions/

and the Data Model spec

http://www.w3.org/TR/xpath-datamodel

which are both referenced from both XSLT and XQuery (and jointly controlled
by both working groups).

The change was made for both languages.
