As I see it, there is no reason why XSLT should not work as the view
layer for any framework. On the other hand, there is little reason why
any framework should *be based* on XSLT as such.

Drupal is a web content managment platform.
Are you just looking for a hyped platform that does XSLT?
Or do you have a specific project, thus requirement in mind?
Though the hype is a bit over, you might be looking for Cocoon
