XSL-FO Section 4.3 discusses these length component values you cite are used for arbitration between sequences of space specifiers. These values are not used in a balancing of information on the page through compression of vertical spacing. Unless XEP offers an extension, there is nothing in XSL-FO that requires XEP (or any other XSL-FO processor) to implement what you ask for.
