I am sorry I will clarify. What I mean is how can I convert this kind of table into HTML or pdf using XSLT ans XSLFO?
It looks like your original table is an OASIS table (formerly called a "CALS table") ... the DocBook stylesheets transform such a table to HTML and to XSL-FO, so perhaps you will find you can just use those stylesheets off the shelf. If not, you will see a very complete solution to the transformation of the table to the two targets:
