Yes, the application uses catalogs, and I haven't had a problem with
them outside of this issue.

Assuming that I can't rely on the catalogs (or rather, assuming this
application has a bug and can't be fixed ;-), do I have any options in
terms of providing an xml:base somewhere? Or turning off validation for
Saxon somehow?
