Sorry, there was a slight mistake in the following template. The correct one is:

<xsl:apply-templates select="p/i/b[not(../../text())]" />
<xsl:apply-templates select="p/i/b[../../text()]" />
<xsl:apply-templates select="p/b[not(../text())]" /> <!-- there
was a mistake here -->

mistake here -->
