Well, the XML in question is as follows:

<Id>&#x65E5;&#x672C;&#x8A9E;</Id>
<Description>&#x82B1;&#x5B50;</Description>

These characters come from Java which has them in UTF-8.  Does the XML
snippet above look correct?  Or does the &#x1234; format mean some other
encoding is being used?
