xslt2 can read tesxt files but if you are using xslt1 you need to
pre-process to make it xml, or use an extension function.
Just use perl or sed or another bact editor of your choice to quote any
< or & and turn ends of lines into
<row><cell>.....</cell</row> and commas into </cell><cell>
