  This error message is not correct.  But if you intend to create an
XSLT stylesheet, the 'stylesheet' element is in the XSLT namespace:

    <xsl:stylesheet version="1.0"
        xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
      <xsl:template match="/"/>
    </xsl:stylesheet>
