This strikes me as a way to build a simple switch to enable or disable
validation on, for example, request parameters.  Do parsers display reliable
or defined behavior when confronted with a dummy DTD?  What about a dummy
XSD schema?

Any links or references to what a sufficient, minimal DTD or schema looks
like?
