This stylesheet does what you want over the data you've provided, but fails
when the attribute names contain spaces, which are an error for element
names, IIRC. Saxon gives a warning in any case and does not create the
those elements.
<?xml version="1.0" encoding="utf-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
version="1.0">
<xsl:output method="xml"/>
<xsl:template match="/Item">
<xsl:copy>
<xsl:apply-templates/>
</xsl:copy>
</xsl:template>
<xsl:template match="Field">
<xsl:element name="{@Name}">
<xsl:apply-templates/>
</xsl:element>
</xsl:template>
</xsl:stylesheet>
