You mean, you want to see if they differ only in the order of the elements.
You could try:
<xsl:template match="*">
<xsl:copy>
<xsl:copy-of select="@*"/>
<xsl:apply-templates select="node()">
<xsl:sort select="."/>
</xsl:apply-templates>
</xsl:copy>
</xsl:template>
