why not 8.6.1? It gets hard to remember what features were in early
drafts of xslt2.
resolve-QName(soap11:Envelope/soap11:Header/wsa:QNameRef,
soap11:Envelope/soap11:Header/wsa:QNameRef)
= QName('http://www.w3.org/2005/08/addressing', 'foo')
You could write this as
soap11:Envelope/soap11:Header/wsa:QNameRef/(resolve-QName(.,.)=QName(namespace-uri(),'foo'))
which avoids writing the namespace URI explictly.
