functional requirements template
Put the contents of your two xsl:template match="data" element inside the artefact element. That should give better results...

the sort of output I want is

the text in the first sections in <before> tags and
the text in the second section in <after> tags....
does this help explain myself better?

as always this could be made more efficient using
keys (or xslt 2

thing much easier)
