Also if a TODO message appears at execution time, then you have probably hit some un-implemented or partially implemented feature. Also, this is not the full Gestalt - so that means no http or ftp URIs will be resolved (but there is built-in support for XML Catalogs, 1.1), nor is Parrot scripting available. After all these caveats, if you are still interested, you can download from http://www.gobosoft.com/download/gobo34.zip Extract bin/gexslt.exe from the archive (and throw the rest away, unless you want to build a local copy of the documentation).
