Sadly, I thought that was the case.

<Vent>It would seem like this would be such a common need I've always
thought that was an big omission on the part of the design of XSLT,
especially since it's a recursive concept and XML/XSLT is so recursive
by nature.</Vent>

Also, some processors, like Saxon, have an evaluate() function to
perform dynamic evaluation of arbitrary strings.
