You might also consider using XInclude. This element in your xml would
be replaced with:
<xi:include xmlns:xi="http://www.w3.org/2001/XInclude"
href="test2.xml" xpointer="xpointer(/Document/fb/section1/*)"/>
This works in libxml2 today. So then you have the option of:
xsltproc --xinclude transform.xsl test.xml
or
xmllint --xinclude test.xml | \
java net.sf.saxon.Transform - transform.xsl
