  Several permutations work...

  <xsl:template match="div">
          <xsl:copy-of select="@id = 'announcements'"/>
  </xsl:template>

If there is an element div in no-namespace in your source this will
generate the text "true" or "false" depending on whether it has an id of
announcements, it doesn't copy any data from the source as 
@id = 'announcements'"
is a boolean valued expression not a path expression that selects nodes.


   and...

  <xsl:template match="html/body">
        <xsl:copy-of select="html/body/div[@id = 'announcements']"/>
  </xsl:template>

if you have html and body elements in your source in no namespace
this template would result in no output as it is looking for a child
element of the current (body) element with name htmland tehre will be no
such element.
