yes but only indirectly so.

If you have

<xsl:template match="/">
 <xsl:value-of select="root"/>
</xsl:template>

then you get the string value of the root element which is the
concatenation of all its descendent text content.

If you have

<xsl:template match="/">
 <xsl:apply-templates/>
</xsl:template>

and no other templates then the default templates apply which means that
elements produce no output, but recursively apply templates to their
children, comments and processsing instructions produce no output, and
text nodes implictly apply <xsl:value-of select="."/>
templates are never applied to atttributes and namespaces nodes.
the end result of walking the tree in this fashion is that all
descendent text is copied to the output, as above.
