xsl templates match does not work

I am trying to get the <xsl:apply-templates
match="something"/> to work and it will not work. 
What am I doing wrong?  Here is a copy of my xsl that
I am working with along with a snip-it of the xml.  I
am probably overlooking something very small but I
cannot find the problem.  Please help!
