Probably! If the intended purpose of this sentence
covers my doubt also, its perfectly fine. If Mr. Kay
says so, its fine..

The sentence you are refering is..
"Whether an element name is included in the set of
whitespace-preserving names is determined by the best
match among all the xsl:strip-space or
xsl:preserve-space declarations: it is included if and
only if there is no match or the best match is an
xsl:preserve-space element."

It gives an impression, xsl:strip-space and
xsl:preserve-space declarations are required..

The spec is intended for world audience. So, if this
is better clarified, it will be more helpful.
Otherwise, the same confusion will prevail (as in the
case of XSLT 1.0 spec).
