Maybe you could use this instead of diving down the tree with templates:

<xsl:for-each select="//*[@rm_class='ELEMENT']">
         <xsl:message>Done</xsl:message>
</xsl:for-each>


The reason the for-each is not working is maybe that you forget the brackets:
<xsl:for-each select="following::node[@rm_class='ELEMENT']">
<xsl:message>Done</xsl:message>
</xsl:for-each>
