preceding sibling attributes
 <xsl:if
test="preceding-sibling::user/@name/@uid

That selects the uid attribute of the name attribute of a user element
but attributes don't have attributes so that selects the empty set.

you want

preceding-sibling::user/@uid
or
preceding-sibling::user[@name]/@uid

(depending on what exactly you do want)

The xml you showed didn't have device-list or device elements so

match="device-list/device/user-info/user"

would never match, but perhaps you didn't post your full XML.
