Most likely it's not your output encoding that is the problem.

If you cut some bytes from one file and put them in another file, those
bytes will only refer to the same characters when used in the new
position if the two files have the same encoding, or if your cut-n-paste
mechanism (a) knows the two encodings of the files and knows enough to
translate from one encoding to the other.

Probably your word document is in some windoes encoding such as
windows-1252 so you may want to declare your xml files to be in the same
encoding.
