Those two constraints are clearly contradictory. If I'm writing C (to
take a random example) I could clearly use any preprocessor I liked (say
perl) to replace
 :[foo]
by some valid C syntax, and after the replacement is done a C compiler
will accept it, but not before.

The same is true of XSLT.

Your syntax for text substituion is not XSLT so you need to do the
substitution first.
