You have to change the line-height= of the block that has created the lines. You may also wish to play with the line-stacking-strategy= of the block that has created the lines. It is important in XSL-FO to remember that the only way to create lines is to use <block> and you often have to focus on the line creation formatting object rather than the line content formatting object to achieve the effects that you need.
