Your XML is not well structured:
<b>
<c1>test1</c1>
<c2>test2</c2>
</b>
<b> <-- This <b> is never closed, needs to be <b/>
<b>
<c1>test3</c1>
<c2>test4</c2>
</b>
Also note, the <b/> will still cause the :: and ;; to appear.
Hope this helps.

<c2>test4</c2>
</b>
</a>
and i want to show c1 and c2 so i have this
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
<xsl:template match="/">
<xsl:for-each select="a/b">
<xsl:value-of select="c1"/>
::
<xsl:value-of select="c2"/>
;;
</xsl:for-each>:|*|:
