  translate option but only the decimal-format and format-number?


As I showed, the issue is that it may or may not work, depending on which
JVM you are using, or the phase of the moon, or something.
If however it does work on your system, and you only need that one xslt
system as you are not trying to be cross platform, then I think that is
clearer and more maintainable.
