generate id sibling range
it's a grouping problem (see jeni's site) you want to group on some value
that depends on th eimmediately preceding a

so something like 
generate-id(preceding-sibling::a[1]) or
count(preceding-sibling::a)
would give you a value that distinguishes your range.
