Oh how embarssing.  Some how I missed reading digest
29 where Wendell pointed out my problem.  All is well
when I change to:
   <xsl:template name="createBaseFrameFileName">
     <xsl:param name="element"/>
     <xsl:value-of select="$element/@name"/>
   </xsl:template>
