Use 

<?xml version="1.0" encoding="utf-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
               version="1.0">
 <xsl:output method="xml" indent="yes"/>

 <xsl:variable name="otherFile" select="document('merge.xml')"/>

 <xsl:template match="/">
 <xsl:value-of select="$otherFile/what/ever/in/that/file"/>

 </xsl:template>
</xsl:stylesheet>


Or pass the secondary file name as stylesheet parameter.
