You want something like:

<xsl:for-each select="letter-in-alphabet">
  <xsl:choose>
     <xsl:when test="$doc//entrydata[substring(.,1)=current()]">
       ... make a link ..
     </xsl:when>
     <xsl:otherwise>
       <xsl:value-of select="."/>
     </
  </
</
