Placing selective links in output

xsl tag in href
I have a set of links a,b,c,d,e,f,g,........z at the top of my page and only wanted to put an <a href> tag around a letter within this list if there is a document in the list which starts with that letter. Is there any short way of doing this so i dont have to do an if staement for each letter? ( i have already grouped documents according to first letter).
For example, i would like b to have <a href="#b">b</a> if there is one or more docs starting with b (@title is being looked-- substring(@title,1,1))
