I feel this XSL would be appropriate --

<xsl:template match="/persons">
   <xsl:for-each select="person">
      Name : <xsl:value-of select="@name" />
      <xsl:if test="child::tel">
        Has telephone - yes
      </xsl:if>
      <xsl:if test="not(child::tel)">
        Has telephone - no
      </xsl:if>
   </xsl:for-each>
</xsl:template>
