I haven't used FO, but I wouldn't think a break-at attribute would make
design sense.  By specifying a number like this, you get into the realm of
dealing with the physical result in the FO code rather than the logical
layout.  For example, if formatting for a mobile phone, the FO processor may
not have even 20 characters width to work with.

It would seem to me that an attribute, pardon the length, more like
allow-non-hyphen-break="on" (or whatever is the FO default for true/false
attributes) would provide a less physical implementation.  That way it would
be possible to specify that the processor may break words at non-hyphenated
points if required to fit the area provided.

As I said, I haven't dealt with FO, so please accept my apologies if I'm way
off base here.
