Can i do something like

<xsl:when test="$var = 'val1'" or "$var = 'val2'" or "$var = 'val3'">
  some action

No, that's not valid XML. Use <xsl:when test="$var = 'val1' or $var = 'val2' or $var = 'val3'"> (Note the difference)

I hope i am clear in explaining my problem.

Why don't you just look it up in - a good book, - the XSL FAQ, - one of the online tutorials or - the XPath spec?
