xsl element name value
<xsl:variable name="elementName" value="foo"/>

That selects the foo child element of the current node (which is teh
document node of your input document) so unless the top level element in
your input is foo this will be empty.

It sounds like you want the string foo which is

<xsl:variable name="elementName" value="'foo'"/>

But there isn't a lot of point using a global variable witha fixed
string definition like that in

    <xsl:element name="{$elementName}">

As it could more easily be written
