It is. See the XML Recommendation at http://www.w3.org/TR/REC-xml,
which defines element names with the BNF:

[4]    NameChar    ::=    Letter | Digit | '.' | '-' | '_' | ':' | CombiningChar | Extender
[5]    Name    ::=    (Letter | '_' | ':') (NameChar)* 

As you can see. NameChar includes '.'.
