 It seems you need to use xsl:key for grouping. The
Muenchian grouping solution using keys for this
problem is --

<?xml version="1.0"?>
<xsl:stylesheet
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
version="1.0">
<xsl:output method="xml" version="1.0"
encoding="UTF-8" indent="yes"/>

<xsl:key name="x" match="element" use="@value"/>

<xsl:template match="root">
   <root>
    <xsl:for-each select="element">
      <xsl:if test="generate-id(.) =
generate-id(key('x', @value)[1])">
	<anotherElt value="{@value}"/>
      </xsl:if>	
    </xsl:for-each>
   </root>
</xsl:template>

</xsl:stylesheet>
