Given that the implementations appear to be strangely consistent an
errata to the spec might be easier than changing the implementations
might be the easiest way out. This is all changing anyway with
xslt2 with a different collation concept, at leat there I hope there
will be a way to get at least one clearly defined system independent 
algorithm that applies to arbitrary strings.
