There is general agreement that: 1) the current implementations DO NOT comply with that specific technical meaning, but that 2 ) they DO implement something based on UTR10 and which is pretty close to what many people in this group really want when sorting text . The text of the XSLT 1.0 spec on this topic should change to make it very clear that the notion of lexicographic is note pure and (can be) overridden by the kinds of cultural considerations described in UTR 10 (or just avoid the use of lexicographic all together).
