<xsl:value-of select="IMAGES/HEADER"></xsl:value-of>

of course the xsl:attribute syntax is making things verbose here you
don't need that unless you want to compute the attribute name.
The above could be written
<img style="WIDTH: 200px; HEIGHT: 75px" src="{$urlpath}/{IMAGES/HEADER}"/>
