I want to just change the encoding to ISO
Latin 1 using XSLT. I see the following error

"An invalid XML character (unicode 0xfc) "

You don't say on which file you are getting the error, but I suspect you are getting it on our source and your source is bad. A bad encoding is not well-formed and an XML document has to be well-formed to be XML. Tools rightfully reject non-well-formed putative XML documents.
