Simple RSS Question?

Sorry if this is out of scope, but i know one of you can clear this up for a
friend of mine:

Using MSIE's data binding mechanism to format the output, it appears to work
just fine when the RSS file is located locally (href="/foo/bar.rss") but it
fails completely when trying to access a feed from another site
(href="http://foo.com/bar.rss").

What is he missing?
