That is a tautology though, the DTD is that that is referenced by the
doctype.

It doesn't require an external file and it doesn't require that
all elements are declared.

<!DOCTYPE a [
<!ATTLIST b x ID #IMPLIED>
]>
<a>
<b x="z"/>
</a>

is a well formed document and the element b has ID z.
