You have asked for xml output, and an encoding, latin 1, that does not
support all of unicode, so the system encodes non latin1 characters in
xml syntax &# ....
But RTF is not XML! so you don't want xml output you want text output.
I'm not sure what encodings rtf supports, but I'd guess utf16 would be
OK?
something like
<xsl:output method="text" encoding="UTF-16"
in a UTF encoding all characters will be supported and so none will need
to be encoded (it's an error to have any inencoded characters in the
text output method as the XML &# syntax is not available.
