An empty block <block/> approximates <br/> and is sufficient for breaking up text into two separate lines.


If you want the multiple <br/> behaviour of leaving blank lines, then use <block><leader></block>

Does a simple character substitution of a carriage return linefeed work?

No, because these white-space characters are reduced to spaces during refinement.
